Can you get a marriage certificate without a signed marriage licence?

I got married in November of last year but never sent in my marriage license to finalized the marriage. Recently I left the man I married and he is threatening to finalize the marriage just to prevent me from marrying someone else. I still have the license but I’m so afraid he can still finalize the marriage or get a new license to do so. Please help!! I need to make sure I am not legally married to this man!
