Is marriage certificate necessary although spouse clause is fulfilled with our names in both of our passports?

Iam in USA, though she doesn’t have marriage certificate my wife is attending for H4 visa, Is it necessary although my wife is included in my passport in spouse clause and my name is included in my wife’s passport.
Is there any doccument instead of marriage certificate in our case?
Can my wife get marrige cerficate with out my presence?
Can anybody help me by suggesting.
